You've got to catch him in the act for him to associate the punishment with the act. Watch him carefully, and at the first sign that he's doing something wrong, harshly tell him no, not just "no, dear," like some mothers do with their spoiled brats. You might also want to get a small water pistol. Squirt him with it when you say no. I know it sounds mean, but it doesn't hurt him, and it makes more of an impact. Eventually, if you even reach for it, you don't have to say a word. He gets the idea.

For punishment (negative reinforcement) to be effective, you must catch your dog in the act of doing something naughty and punish him during or immediately (i.e., two seconds) after the event. If you punish him even two minutes later, he will have absolutely no idea why you are punishing him, and he may wrongly associate the punishment with something completely different. Also, generally, punishment should not include any kind of physical pain or discomfort - a firm and terrifying "NO!" will usually do the trick.

By punish I hope you mean correct the dog. You never correct a dog after the fact - their minds don't work that way and they won't know what you're correcting them for. You have to correct them for misbehaviour while they're doing it.

The best thing to do is praise (lots and lots of praise) for good behaviour, rather than correcting.
