Do you mean that the pupil is rehearsing the things that they've already learned, or are you saying that the pupil is rehersing the things that they previously heard??
Both concepts are benificial to the student. But as you said, they center on it and possibly limit the education realm to only those tools.
I went to to school, and there was not enough memorization events. But then again, if I needed to know it, I could always look it up in a book. But for youth, the raw exercising of memorizing stuff should be pushed.
Some would say that teaching pupils... "why" things work the way they do is important. Maybe so, but that question wells upside the 'good' students, and even the "why" about the topic can be misleading, and even down-right incorrect.

The consequences of that..is u put all u memorized in your exam..and as soon as u finish, everything will be gone.
eventually your brain stops and may even protest cos it's so loaded of stuff u don't understand!
