If you've never met him before, I would say he was being offensive and a bit scary, to be honest.
Be careful. He may have not been flirting OR being nice.

He may just be trying to be nice and may feel sorry for you. Let him make the first move. I wouldn't like to be 'rubbed' like that without telling him either!
