If I am reading the question correctly you mention 5000 Indian rupees. This will not buy you much (I don't think) as it is around £60. For around 11000 there is the Sony DSC S600 which seems quite good for the price. Otherwise try ebay.
If however you meant $5000 or £5000 then there is a huge choice of very high quality cameras, e.g the Canon EOS 5D

For starters try a disposable digital camera and see if you like it.
Have you thought about the new disposable digitals? They are supposed to be great quality because they are recycled so they have to be made well in order to work well..

If you know nothing about digital cameras then buy one for about 100 and practice using it and learn to know what you want from it before deciding to buy a far more expensive one.

from you question, you sould like a novice. if that is the case, please don't spend more that $300. don't get fooled by someone pushing you to spend that much. for $4000-$5000 US dollars you can buy a pro set-up
