How can I find out how many previous owners a acr has had and how can I find out if ther are any HP payments outsatanding on it in the UK
I wolud prefer a free access site for this information if ther is one.

Sounds like you need a HPI check.
They cost money, so your best bet is to ask at you local garage if they will do one for you and slip them some cash.
I think the RAC do them but charge the earth!

see auto trader for details or ask your garage they get a discount and will pass it on to you if you use them for servicing etc
