Contact the RSPCA immediatley !
Try to gather as much information as possible, including:
- a description of the animal or animals involved;
- the precise location of the animal or animals;
- the name and address of the person you believe may be responsible for the cruelty or neglect;
- the name and addresses of any other witnesses that may be able to help.
RSPCA Inspectors have the power to enforce the prevention of cruelty to animal legislation in the state or territory in which they are based. This legislation varies across Australia. The RSPCA continues to call on state and territory governments to strengthen their prevention of cruelty to animals legislation and to increase penalties for those who are guilty of breaking the law. Whilst some jurisdictions have made improvements in recent times, much more needs to be done to legally protect the welfare of animals in Australia.

Simply call the local SPCA, humane society or animal control in your area and ask them for the number to call to report an animal cruelty case. You can do so annonomously so you don't have the fear she'll find out it was you who reported her, and they'll very quickly send out an investigator for animal cruelty & abuse to interview her and look at the dog. IF they clearly see the animal is suffering or in need of veterinary care, they'll give her a set time period to take her dog to the vet & get him the medical care and help he needs. If she doesn't comply with their requirements, they can and most likely will remove the dog and put it up for adoption into a loving home after getting it the veterinary care it needs.
TO EVERYONE WHO READS THIS: Please don't hesitate to report actions of violence or abuse against helpless animals. They can't just pick up the phone and call the police, so be their eyes and ears and voice of help and assistance to protect their welfare. Thanks to all who do so and help save the lives and stop needless suffering of millions of animals every year due to neglectful, ignorant, or abusive owners.

What I would do if I saw this happening would be to take the dog and find him a good loving home. If shes kicking it and things she probably wont go looking for it. The lady must have issues with herself anyways (since she wieghs so much) and must have control issues. Maybe her husband beats her and that the only thing she can control is the dog. You should step up to the plate and stand up for the dog. Im sure she wont file any police report since she's already had fines for beating the dog. What state do you live in? You should tell us and maybe some1 will be willing to take the dog from you, I know that I would.

Call Animal Services (I think its RSPCA)
My father (who I no longer visit, talk too, or make contact of any kind with) used to beat his Yorkshire terrier, I think it makes him feel big in his sick mind. The dog is now 14 and has severe arthritis, if she made a mistake he would say ever so calmly and lovingly "come here Muffin" and then raise his hand up quickly and scare her. When she (and I, she is two years younger than me) were young I remember him kicking her down a flight of stares if the had an accident, even if the accident was on linoleum. And once he hit her with a tennis racket "accidentally," saying he didn't see her even though I saw it and he did it on purpose. I called him in and he got a big fine and Muffin was taken away, her new owners still keep in touch with me and my stepsister.
Some people a sick, just plain sick!

Leave the manager out of it, he really can't do anything about it. Call the animal protective services in your area TODAY! They should come and take the dog away.
And all the shows on Animal Planet that I've watched don't destroy the animal unless it's not adoptable. And more often than not, they'll eat the cost of any treatment the animal needs.

yes animal services will glady steal him away, if they put him to death becasue they can't find it a new home, than that's a whole nother matter.
Seriously if you ever watch animal plaent many animals that have been abused the don't seem to take the time to heal them they just put them down. I know with more effort those animals could have lived a long happy life.
The more this person abused the doggy the more likly that it won't be adoptable and put down. Better to get help for it now than when it's too late,s eem slike it already has problems.

Call animal control and have the poor dog removed. It could would be possible for it to find a loving home before she kills it. And yes there are laws to protect the dog.

If you want to make her life as awful as she is making her pets life get a hold of someone in PETA hehe.
Really if you want something done, you should call the local police and make reports, and also call your local animal shelter, ASPCA, SPCA, rescue groups. I'm sure someone in one of those organizations can do something. Good luck

Take some photographs of the dog and the way she treats it. Send these to the RSPCA (or whatever animal rescue is called where u live). They have to do something.
