That's about the same as asking if water does. even with a VASECTOMY it takes a while to be effective. One of the earliest birth control methods tried was a vinegar soaked sponge...however procreation has been around since Adam & Eve. the best form of birth control is total abstinence.

No, but spermicide can. Even better, a condom with spermicide (nonoxynol-9) in it!
