Do you mean why doesn't someone tell them that they love them? Well if neither person has never said it, they may just be scared that the other person may not feel the same, or that it may be too much, the other person may find it a bit overwhelming & full on?

because of two main reasons;
the one whom we love becomes so sacred and all of a sudden you underestimates yourself...and start thinking that u are not up to the mark for her/him.
sometimes it seems that if you say what you feel you would lose her/him.
