A plan prepared in an emergency operations center (EOC), unified command center, or field command post, containing the emergency response objectives of a specific Standardized Emergency Management System (SEMS) level reflecting overall priorities and supporting activities for a designated period. The plan is shared with supporting agencies.

It can also be a document used to guide the implementation of business process improvements. It contains task assignments, milestones, timelines, resource allocations, data collection methodology, and evaluation criteria to be performed during the Commercial Activity study.

Basically it's a fast/action plan for whatever the purpose is. Action basically means fast - steps. You see this word "action plan" a lot of the Homeland Secutiy website on how to be prepared for an attack on homeland. A seris of steps on what to do.

An action plan is a list of things to do in order to realize an objective that you have identified and described. For example, if you want to make a new friend, an action plan might be:

1) Ask your friends to go out, and get them to bring some new friends along
2) Go to the outing and get to know these new acquaintances
3) Follow up by making contact with these acquaintances and including them in future gatherings
