Well at first they have to feel comfortable. You might find this disgusting, but animals are very territorial. They mark there territory with urine. They sniff the territory, and if it doesn't have there sense, they move on. You should let the kittens "familiarize" themselves with the litter box.

try this, sprinkle a really small amount of litter in the area they do go (hopefully on some newspaper) and then increase the amount you sprinkle in couple of days, they will get used to it, and try to use the unscented type in the beginning, don't switch brands.

when you see when ur cat is about to go pee quickly grab them and put them in the litter box and do this every time untill they go alone i had 5 cats before i know

Put them in the box and take their front paws and dig with them to show them how to dig. Also, whenever you see them about to go put them in the box and do this again. They will eventually get it. Just give them a little time.

I would put them in the litterbox all the time so they know where it is. What I did was just rub their nose in their poop/pee and tell them no and put them in the litterbox. I wouldn't do it hard because I love cats but they learned really quick and now they are trained. lol

Because you have to train them to use it. Keeping it clean will continue to entice them to keep going there.
Also: Have you considered paper-training them instead of using cat litter?
