It's kind of a confusing question to be honest.

On your PC, you can make an MP3 CD or a regular CD using the burning software that came with your DVD or CD burner. Then, you can play that in your DVD player.

I'm not sure why you are asking about a format compatible with the TV, because the audio a TV receives is from the DVD player. It has nothing to do with format on the CD you make, since the DVD player is the one reading it (not the TV).

Check your DVD player ahead of time and make sure it can read MP3 CDs. Just about every DVD player made since 2001 can. If yours can't, then you're only alternative is making a regular CD.

Not all DVD players can play audio files, but it is fairly standard in most DVD players sold today. MP3 and CDA files are generally supported by the current DVD players. I have one DVD that has over 5 hours of music stored on it of MP3 songs that I can play on my DVD player through my TV. CDA files are generally limited to CDs, much like the ones you buy at a music store. But, it doesn't mean you can't create your own CD with CDA files and play it on a compatable DVD player.
