It depends on your family's history. If they went through the same then yes. Look, dont worry about the way you look. Beauty starts from inside. if you dont have that confidence you could be a drop dead gorgeous model but still feel fat and ugly.
I would like you to check out this site www.fitforlife.com it might help you loose the weight. It explains simple rules that makes huge difference. I tried it.
When I was about that age I was so chubby, for 5'7 I was HUGE but 2 years later I lost the fat naturally but then thats the way my family are built thats why I say check out your family. Anyway good luck and dont forget to check out the site I gave you.

It's not baby fat at 16. If you are a swimmer, you must have muscular legs? Muscle weighs more then fat so don't be so concerned about what the scale says. You don't mention your diet but some of the things everyone should stay away from include white bread and regular pasta (eat only whole wheat/whole grain bread and pasta), soda, sweets, full fat dairy items etc.
