If someone is trying to kill someone else, or rape another man, then you can kill them. In certain other cases, such as intermarrage, a "zealous" person can kill them, but no one could be considered "Zealous" for about 2000 years.

"Thou shalt not commit murder" pretty much exactly means "thou shalt not commit extrajudicial killings"

no, any killing in Judiasm is wrong. One of the first commandments is thou shalt not kill
