you gotta talk to the colleges and see what they can do for you.. if they offer academic scholarships and such, get on www.fastweb.com for other random scholarship stuff and just skip past the advertisements. But you're gonna have to talk to the colleges you're interested in to see what kind of departmental, university wide, or private scholarships there are.

A B average is not really outstanding. Neither is the 1690. I know kids who are straight A's who did much better on SATs and did not get full scholarships.
How about taking some time and applying for every smaller scholarship that you can find. I know a kid who did that, got enough to cover his tuition, 1/2 of his dorms and books. He was straight A's and no scholarship bigger then 1K.

You will need to fill out a FAFSA at fafsa.ed.gov. This uses you and your parent's income to determine how much your family can afford to pay for your education. Most likely you will be eligible for grants and the Subsidized Stafford Loan. The grants/loans will be in your name and you will not be penalized by your parent's credit. A grant and a Subsidized Stafford Loan will not be enough to cover all of your expenses. To get all of your school related expenses covered you will have to take out additional loans and ask for extra grants. I have listed below exactly what you NEED to do.
This is what you will NEED to do:
1) Fill out a FAFSA
2) Contact your financial aid office and get your parent to apply for the Parent Plus Loan
3) If they get turned down, you contact your financial aid office and tell them that you want an UNSUBSIDIZED Stafford LOAN
4) If you have unmet need ask for additional grants (FSEOG, your state's grant)

Your grades aren't impressive. To get any help at all, you'll have to hustle.
Apply for every grant that you can find - don't forget corporate grants, either. Check out churches, support organizations like the KofC,
anybody anywhere who might be able to help you out with a few bucks. Google grants, there are thousands of little ones that most people ignore...
Anything, anywhere, slap an application in their faces.
Oh, with one huge exception - DON'T GO ANYWHERE NEAR ANY MILITARY RECRUITER.
