If anyone knows and has links to show this I would appreciate it. I need to know if there is a height/weight/age requirement in IL for this.

the child in question is almost 4'10" and 95-100lbs

Generally, experts recommend that children be 100 pounds and about 5 feet tall before riding in the front.

Illinois law requires all children to be properly restrained in a child safety seat or booster seat until age eight. AFTER age eight, Illinois law requires everyone under the age of 19 to be properly restrained ANYWHERE in the vehicle.

(At age 8 a child can ride in the FRONT seat of the car).

I wouldn't suggest putting a child in the front passenger seat as that is the most dangerous seat in the car, but here is the law:

If you have airbags and you cannot disable them, do not put a child safety seat in the front seat!

In IL, children have to be in a car seat/booster until they're 8 years old.
