I am a non-US citizen living in the Philippines. I am interested in pursuing my Associate degree in Nursing in a community college in New York this Spring 2007. Can I apply for Free Application for Federal Student Aid (FAFSA) even if I don't have a SOCIAL SECURITY NUMBER?

I dont think so. http://www.fafsa.ed.gov/faq003.htm says here you need a SS number

I sure hope the answer is no on several counts. First that you have to be a US citizens or at least have a valid green card. Second that you have a social security number. The money that pays for that student aid came from the hard work of US citizens who paid taxes.

I'm 90% sure that you need to be a U.S. citizen. You need a social security number to even sign up for RECEIVING a fafsa application. But don't take my word for it. Go to the fafsa website, find the toll free number for help, call them, and ask. It's the only way to be sure.

Financial Aid is limited to Citizens AND permenant residents (i.e. green card holders). So unless you are already in the United States permenantly (immigrant, refugee, asylum seeker), you don't qualify. The homepage below lists the information you'll need.

This service is free. Just fill out the questionaire and see what grants,loans or scholarships you qualify for. Good luck!

Not likely, but the best way to find out would be to go to http://www.fafsa.ed.gov/ and start filling out the form. If you can't complete it due to lack of citizenship, then the answer is no.
