I asked out my friend about 7 months ago and she said no and wanted to be friends. I did this 5 days after she got out of a serious relationship. I kindly lost interest and stopped calling her and ignored her for awhile. Now I've noticed she does things such as suggest going on picnics and tells me to call her to hang out. Could her feelings have changed? Do girls' feelings change in general?

Yes, they could have changed. Before she was just getting out of a relationship and you would have just been rebound guy anyways. So now, she's probably thinking a bit more clearly.
Don't overthink it, but if you're interested, you can always try again. You might just like the results, for better, for worse. ;-)

5 days after a serious relationship ends is probably too soon to be asking her out.... If you have stopped contacting her she probably misses her friend and wants to hang out, don't read too much into it. That being said, people change their minds all the time so it isn't impossible that she may now or in the future want to date you.

yea her feelings could of changed she probably wasn't ready to move on from what she had with her ex and it's not her fault 5 days isn't enough time to get over someone if you find it in yourself and think you still have feelings for her you should take her out and see you shouldn't have asked her when he her feelings are not straight maybe now is a time to see from where you left off what could of happened

maybe just go with her on a picnic and see what happens
but let her come to you with her feelings
because it could be she just wants to hang out with her friend no strings

I imagine your timing was off the first time but now she's over her ex and you are looking interesting to her. I would give it a try, she's sending you all the right messages.
I think most men, (and women if they are being honest with themselves) will agree that women do change their minds with frequency.
