Penn & Teller did a show about this once. They asked leading experts why people fear toilet seats and what the paper covers do.
The results? The experts came back with scientific evidence that urine is completely bacteria-free, and thus, the fear of toilet seats is that of the previous butt that sat there. They also found that the paper covers do absolutely nothing to prevent disease and the like.
Next, they set out to test the amout of bacteria on a person's butt. The result of this? There is hardly any bacteria even near the crack of the butt. In fact, there is much much more bacteria on somebody's hands than on their butt.
Think about that the next time you shake somebody's hand.
So to answer your question, I sit on public toilet seats without using the paper. Because honestly, the worst thing that could happen while I'm in there would be that I pick up a drop or two of completely sterile urine.

Don't know what the big deal is. I've been sitting on public toilet seats now for 55 years. Of course you always look before you sit.

I find it weird to sit on a toilet seat that 15 other random people have sat on that day. People say shopping cart handles are dirtier...but I wash my hands multiple times a day...I don't wash my butt where the toilet ring fits after every use. That would mean carrying around baby wipes or something, and after using the toilet, standing and disinfecting your butt cheeks...so...isn't it easier just to ******* squat?

It's your perrogative to sit on public toilet seats or not, it really is a personal preference. It depends on the public toilets as well, and if there are protective toilet covers. Some places have better hygiene than others.

The best thing to do is either stand without touching the seat....which can be tricky...or place clean toilet paper over the seat...i do not like the latter, but to each her own....also, go to stores that have the seat liners...they are protective.

Yes, and it hasn't killed me yet. Nothing has rotted, fallen off, swollen up or broken out in a rash yet! :P It's been said that the handles on shopping carts are much nastier than public toilet seats.

I try to put toilet paper on the seats, almost always, but sometimes I just try to squat, but then I get wobbly, and I do not want to fall. =(
