I know the girl, and the girl knows iam there but i just never talk to her so what can i do?

you may ask her. you start conversation on any interested
subject except love. then slowly you can go to love subject.
finally you come to dating.

I sure wouldn't think you had much of an interest if you didn't talk
to this person, and she could only come to the same conclusion.
Just smile and say would you like to go to dinner, or whatever
and that is all you need to do. You don't have to jump through
hoops to get her attention. Just Ask!!

start making conversation with her and then become friends with her and then ask her out..make sure you know shes feeling you too!!!
