Great question. i'm a believer that while in public, a dog should ALWAYS be on a leash regardless of how much trainign it has. I have 3 German Shepherds and all are Schutzhund level 3 certified but I still take them out on a leash because of what COULD happen. In those moments that people never plan for, it is very good to have a leash or lead on. The ONLY times I don't have them on a lead is when I am ALONE at a park. I usually take my dogs, one at a time, to a park during the day when most people are at work and when no one is really there. At these times, i let them loose but usually let them drag the leash just in case something happens or we find something that seems out of place. Great question though. Some swear their dogs are civil and trained but it only take an instant for a dog to act out of character.

If AC would ENFORCE leash laws with large fines and court appearances, it wouldn't be such a problem. IMO the root of much of the dog problem. If people confined their animals, dogs wouldn't be making their own breeding decisions out on the street meaning much fewer unwanted litters, and there would be far fewer dog attacks.
My dogs and I get charged at all the time and I hate it! The owners are usually screaming frantically while 'Fluffy' ignores them because they THINK they have voice control and they don't. Or they holler "don't worry, hes friendly" when they have NO IDEA if my dogs are, and mine are not real fond of charging dogs on the street either.
I carry pepper spray, it is my responsability to protect my dogs and I will not hesitate to use it if a dog will not back down.

Yeah, really... I can't stand it when people around here leave their dog loose. The other day, I was walking my 2 dogs and some lady had her puppy (a puppy who was HUGE, even bigger than my fully grown husky/chow mix) loose and he ran up to my dogs, snarling and growling under his breath, with a body posture saying, "I'm ready to fight!" Thankfully, the owner ran out and grabbed him before the dog could make his second move.... And the lady was saying, "Aw, it's alright. He won't do anything..." Yeah, sure, he's just growling and snarling because he feels like it.....

Because they are A$$holes who shouldn't be dog owners in the first place, second place OR third place. And they probably don't give a damn about others people's belongings, property or anything else.
But God help you if you sneeze on or brush against something that belongs to them!

You are 100% correct! That is their ignorance. Watch your dog and make sure the neighbors dog doesnt hurt him but try and keep the peace with your neighbors... they cant help it they are idiots..
