I work in a preschool in Georgia. You should be able to call the Department of Human Resources and find out who their inspector is. All licensed preschools have to go through regular inspections.
You should be able to find out what they have been written up for and if they have had many complaints.
Just remember that they will always get written up for something but it should be minor things. You should also know that sometimes disgruntled employees will report things that are not true.
Visit the preschool several different times and at different times of the day so you can see how the room is running at all times. Never go at naptime because you can't get an accurate idea of what goes on.
Watch the other children. Do they seem happy? Are they busy with different activities? Is the teacher involved with what they are doing?

Check on NAEYC's website to see if the childcare center that you are looking at is accredited. This is the National Association for the Education of Young Children. Childcare centers can go through a process to become accredited by this organization. It goes above and beyond what state licensing requires.

see if anyone in your social network or employment network had experience there. ask the school itself for references. ask to observe a class some time. dont ever take you child to a place that wont allow parents to drop in anytime (it would be reasonable to call ahead and make sure your not disturbing anyone but you should be allowed to drop by whenever an appointment or phone call would only be appreciated not required) call your local college and ask to speak to someone in their early childhood development department. see if they can give you reccomendations (may not always work but definitly worth a try, they are the ones educating the professionals in the area so the may know quite a bit) also just basic online research type the name in a search engine and see what it brings up...most reliable source though would be local parents that have taken there children there. go to your local park and ask the parents there.

here is the Ohio link. hope this helps. you can view inspection reports for the centers to see any non-compliant areas. all preschools should be licensed by ODJFS, some may hold an Ohio Dept of Ed license. you can ask to see the reports. (I teach pre-k in Ohio)

If you are in the uk, most preschools need the financial help of the governments pre school vouchers. Therefore they are monitered by ofsted (the government school watchdog), so you can find their inspections on the net. If they not in this scheme, try Social Services under eights team

You should check with your local Board of Education, Chamber of Commerce, and Better Business Bureau; Anyone worth going to should be licensed and have a clean record; plus between those 3 and references, you should be set.

you can also contact your local school admin building and they may also have places you can call....
also ask around...people will tell you if they have had a good experience or a bad experience....
