who makes sure that none of the county's money is spent without the county board's approval?

The Secretary of State manages elections. The State Auditor - elected position but has CPAs that keep track of spending.
Grants in Aid as tax levies come from both state & federal goverments.

In Tennessee, the elections are directed by the State Coordinator of Elections who works under the direction of the Secretary of State.
