contact the local housing authority...... For the most part the home owners association has a lot of power and rights. I am not sure of your exact issue, but I do know they can put a lien on your property for various reasons.
Do other residents feel the same as you? If so then you can file a suit against the HOA. Either way you should talk with some government housing official, and/or and atty.

In order to assist, I would need more information. Do you have the specific language which speaks to the monthly fees, and what exactly would enable the HOA to assess fines and interest? Have you officially communicated to the HOA (via certified letter) your dispute of these charges? What type of discrimination on the part of HOA are you alleging and how does that pertain to your situation? Do you have documented evidence of a pattern of the HOA not enforcing its bylaws fairly across the board? Are their other residents to your knowledge are victims?

Hopefully you have been extremely active in your HOA, but if not, maybe you will now.

Suggest you see an attorney to interpret the by-laws to see what your options might be. Call your city's district attorney office and see if they have someone who handles consumer complaints. Maybe they can steer you to the information you need.

Some HOA's are better than others. My sister's HOA actually had an old illegal codicil supporting racial discrimination in their by-laws. Also, if the property management company isn't doing their job right, they can be fired by the HOA. You should go to the HOA meetings.
