What do the letters SCL mean on my friends passport, written by the Hong Kong Immigration Dept?

This has been hand written by the Hong Kong Immigration Dept on to the passport of a visitor to Hong Kong.

Where was the person visiting from. If it was America SCL is the code of an airport. If not, I don't know

Not an airport code: SCL is Santiago, Chile. It's a local immigration tag, indicating either the type of traveller or the purpose of the visit, but don't know what.
