If it is making you feel uncomfortable and awkward in any way, then you should politely and firmly tell him to stop this behavior. If he continues with said behavior after you informed him to cease, then notify the gym management and police.

Sounds like he likes you but doesn't want you to think that he is 'staring' at you like some psycho weirdo---you know? Or in other words he probably finds it impolite to stare (like our parents always taught us). I've caught myself doing what this guy is doing when I was single. That's why I always looked away when he looked. Just out of respect.
If your interested in him then perhaps approach him. That way he'll know your interested too.

i'm a guy and i used to do this a lot.
whenever i was interested in a girl i couldn't help but stare at her. but when she'll look in my direction i would look elsewhere. and i was really shy at that time and never found the guts to go up to her.
so my guess is that this guy is certainly interested in you, but if he's been staring at you for a long time but never came up to you. there's a chance that unless you go talk to him, the two of you will never meet.
and if you interested in him, go up to him, it's okay for girls to ask guys out nowadays.

Torture him for a while first, then when you can tell he can't stand it any more, saunter up and casually start a conversation, acting as if you never so much as noticed the fact that he was flirting. You'll have him, hook, line, and sinker in no time ;-)
