Get into a routine. Do the same things every night before going to bed and soon, doing those things will start to make you feel sleepy.

try taking melatonin for a week, your sleep will regulate itself after that until you need it again. Start out with 1/2 of a 3 mg tablet, if you are not asleep within an hour, take a whole one. It is a natural substance found in the vitamin aisle.

They call it sleep hygiene. What you need to do is set up your life in such a way that you go to bed at approximately the same time each night and wake up the same time each morning. Even weekends and holidays. This will set your internal clock to that pattern and you will get into the habit of going to sleep at that specific time each day and waking at that time in the morning. Initially, like any habit we want to form, it will be difficult, but after 2-4 weeks, you will be in the 'rut' so to speak and you will fall asleep when you get into bed and wake up refreshed. That's the theory anyway! :)

Get into bed half an hour to an hour before your desired time. Get a really boring book and force yourself to read it. In time, you will feel bored and sleepy.
Good luck!
