elmers glue with a little milk or u can try boiling some water and adding flour to it until its a paste. and then letting it cool down before u put it in ur hair.

Niagra spray starch. Spray it and blow dry your hair upside down you get cool spikes

I think that PVA glue would wash out with hot water. BUT... maybe you should test that before putting it in your hair!
