Well, report it to hisr insurance company, (or the company of whoever owns the car) as the insurance on that vehicle applies. He should call the police and explain it wasn't a "hit and run" in the sense of the term when you talk about the intention. The owner's insurance will cover it and pay for the other person's damages. Your friend might be charged, and will either pay the fine or go to court and fight it.

well if it's minor and both parties agree to any terms and conditions, and if they don't want to press any charges they might just let him off, then on the other hand he might be sited for leaving the scene of an accident and not reporting it, which could result in paying for the damages and a fine by the police department.

He might get charged with a hit and run. Whenever you hit a car, even if you see no damage, you need to try to find the owner. If you can't find the owner, you need to leave your name, number, and insurance info under the windshield wiper or something.
Just because he didn't see any damage, doesn't mean that there wasn't any damage.
