Isaiah 45:7 God says here He is the Creator even of evil and woe. Later on in scriptures He also promises that all tears and sorrows will be wiped away as if they had never been. What remains is what we have learned of mercy and of self control.
Osama is just another human made by God. All of us sin to some degree..some alot more than others..some alot less than others. Does this mean they cannot be forgiven? No. God is merciful and good. Evil is a tool. It is finite in nature. All of us sin.
Jesus tells us .. we may not condemn any or we will be shown the same mercy we showed. He doesn't say to us ... oh don't forgive this one or that one...He does say... forgive to be forgiven.

God created a man, whom someone (his parents, I guess) named Osama Bin Laden (I'm not sure about that, now that I think about it. He may have changed his name on his own).
Anyway, God created a man who had the free will to do what he chose, just the same as any one of us. God did not create a terrorist mastermind; just a man. That man decided to become what he is.
As to why God created this man--out of love. The same reason He created us all. That this man decided to go against God's plan is pretty apparent. That God knew this man would go against His plan is Biblical. But, God created the man with a free will and free choice.
It is hard, maybe impossible, to comprehend this, but that is what I know to be the truth from the Bible.

religious answer, free will and self-determination allowed bin laden to create who he is now for himself. God does not interfere in the decisions of men, we have our free will to be whom we wish, no matter what that may be.
scientific answer: because the human was created where one muslim woman and one construction magnate with the name 'bin laden' can mate, have something like 16 children. Simple statistics says one of those kids will be off his bloody rocker.
my answer: because maybe, just maybe, if 1,000 people become biggot racist people blinded by hearsay and hatred at arabs, maybe two or three will truly better understand them and gain the will to spread that better understanding some time in the future. we just needed someone to come and make us want to look at the arab society.

God is not responsible for what evil men do; they alone are responsible, and they are accountable to God for their evil actions. The Bible warns, "The soul who sins is the one who will die. ... The wickedness of the wicked will be charged against him" (Ezekiel 18:20).
You see, when God first created the human race, He made them completely free. In other words, they were not puppets; they had the freedom to choose whether to love God and follow Him or to turn against Him. Since that awful time in the Garden of Eden when Adam and Eve decided to turn away from God, the human race has been infected with a spiritual disease—a disease the Bible calls "sin." The Bible warns, "The heart is deceitful above all things and beyond cure. Who can understand it?" (Jeremiah 17:9).
When men allow sin to take over their souls and live without any restraints, they end up doing terrible things to others. Some years ago, my wife, Ruth, and I visited the Nazi concentration camp of Auschwitz, and I found myself so overwhelmed at what had taken place there that I could hardly speak.
But listen: Life doesn't have to be this way! Jesus Christ came into the world to bring us forgiveness by His death on the cross. He also came to change us and give us new life. He alone can change our hearts—and He will, as we open our lives to Him. Have you asked Him to come into your life as your Lord and Savior?

God created us all as souls and from there, gave us the free will to become or not become whatever we want. We decide, as souls, to incarnate into the physical beings that we are. We may decide to incarnate into physical beings many times over. We do this for many reasons, usually to learn about certain aspects of God's divinity, such as forgiveness, or mercy for example. We then continue to have the free will to live that life as we choose. God does not make those decisions for us. God gave us eternal life as souls, but does not interfere in our decisions as to what to do with those lives. God experiences life and ultimately, God's self, through us, individuations of the whole God, in the world of relativity.

God does not determine the destiny of all human beings. He made the sand box. Going potty in it was our idea (see also: free will)

why did God create you? he wasn't born treacherous. God lets us make our own choices...bad or good. it does make you wonder what made him, or Hitler, or Fidel Castro so evil and make you wonder if they ever look at their childhood pictures and feel bad? I do...and I'm fourteen. and not evil just not the person I want to be. anyway thats off subject sorry
