This liquid does not seem evaporate! Is it safe for the watershed?

Gotta love how very dry compacted dirt interacts with water.

Think about it. Country road workers are not rich. They cant buy stuff that costs just a few bucks per gallon when they are pouring out thousands of gallons per 100 feet of road. It has to be cheap, and therefore abundant.

They arent importing it.
They arent paying for ingredients to mix into it.
Its cheaper than salt/sand which is used on icy roads.

It has to be water. Maybe not AquaFina distilled water, but still water. If its a know health hazzard then they would be making themselves vulnerable to huge liability, and if there is one thing the county road workers are good at, its protecting their behind from losing money in unplanned ways.

Actually there is no reactive agent or anything, it is simply water. The reason it does not seem to evaporate is because when it mixes with the dust it becomes mud. But the particles are so fine that it almost becomes a form of concrete, crude concrete, but acts the same way. This thicker mix actually retains water rather well, much like an anthill.

Some counties use to use something called petty prime or penter oil which eventual turned to an almost asphalt like surface if done often enough (you could smell it,it stuck to everything and was hell on car bodies). But with oil being so high I don't think they do it anymore(they just re refine it into diesel)
