Irish can mean a nationality or a language.
Celtic is the race of people from which the Gaelic languages, of which Irish is one, comes from.

The first Celtic immigrants to the British Isles are called the q-Celts and spoke Goidelic. Goidelic led to the three Gaelic languages spoken in Ireland, Man and later Scotland.
The second wave of Celts referred to as the p-Celts speaking Brythonic. Brythonic led to two languages, Welsh and Cornish, as well as Breton, spoken in Brittany.

The Irish language is part of the family of q-Celtic languages which is spoken in Ireland, the Isle of Man and Scotland.
These languages are called Irish, Scottish Gaelic and Manx.

Some Irish people are decedents of the Celtic peoples of Iberia and of non Roman Western Europe like Spain. Celtic is a name giving' to various groups that surrounded the Roman World by the Romans's themselves.. Celts nomadicly moved about from the Rus Viking region, along the Steppes, through Northern fringes of Both the Germanic and Gaul tribes, Brittany, Normandy, England, Scotland, Ireland, even North and West Africa. Hannibal when fighting the Romans in the Punic wars used Celtic tribes to fight the Romans. There technically aren't any Celts anymore. They were never a cohesive group, and didn't consider themselves to be Celts. An Irish person would be from Ireland today or the many places (Like America) the Irish have had to flee to over their history.
