It's easy to say, "well yes, he can."

By definition, there can only be one ALL-powerful being.

He can't create someone just as powerful as Him, because then He wouldn't be the MOST powerful being.

I'm not using a religious definition. ALL powerful means He is powerful over EVERYTHING... not everything except another powerful being. It's IMPLIED.

The idea of God creating another all powerful being is illogical. The second God by definition would not be all powerful because he would not have the power to create the first God who already exists. The most God could do is create a being who is almost as powerful as he is.

He could, and may already have. If you look at it from a christian stand point god is not all powerful because if he did create another all powerful being he would be contradicting himself and HE CANT go back on his word. So therfore he has in a sense barred himself from doing things he said he wouldnt so because he cant not do everything (the things he said he wouldnt), that would make him not an ALL-powerful god. But if people stop trying to shove words into gods mouth and attempt to quite labeling him like a can , then he can do anything.

All of this is about concepts of god - anything we say about god, anything we think about god, any attempt to make god into a human, etc. -- all concepts. Therefore, whatever we define god to be, we can answer the question that way. It's literally like creating artificial characters in a board game only we get to modify this character's attributes in any way we want.

God only does what His will is to do. God is the only All Powerful being, now and forever.

God the Father "begot" his son Jesus, who is just as powerful as he is.

The Holy Spirit, who is just as powerful as the Father and the Son, "proceeds" from the Father and the Son.

All three constitute the essence of the one, true, God. yet all three are persons, in their own right.

Looks like that blows out your defnition.

Have you made any other hard and fast rules for God's creation?

yes, He can do anything. However, God is no fool and He knows our intentions so He doesn't create anything that He knows will not help us or teach us.

He is the only all-powerful being.

Jehovah is that all mighty you speak of.
He created Jesus Who is certainly a mighty spirit being now,
and the second most powerful in the universe, however no where in the scriptures his he refered to as all-mighty.
as his father is 98 times

Sure. He could do whatever He likes, but why would He ever need to. He creates others for specific reasons. He created Jesus. He created Moses. He created you. He created me. All for purposes. That's why we have the question, "what is my purpose in life".
