Depends on where you want to live. Toronto, or Vancouver, very expensive. Out in the boonies, not expensive at all -- and in many cases, more enjoyable than the big cities. Alberta is getting into the higher price range, but if you are in the oil business or in the high tech business, the wages more than make up for it. Saskatchewan is one of the most reasonable places to live, and there are some pretty little places in both Saskatchewan and in Manitoba.
The Maritime provinces are very inexpensive.

Depends where you want to live. BC (Lower Mainland) and ON (Toronto and Hamilton) are very expensive. The cheapest places to live are Saskatchewan, Newfoundland, Nova Scotia, New Brunswick, and PEI. The problem with the cheapest places, is it's harder to find work (well except for Sask. which is in a boom right now).

Alberta and Manitoba are middle ground...Calgary, Edmonton, and Red Deer are expensive (not as expensive as TO or Van), but manageable.

This is kind of too vague to answer. If you're talking about taxes, the average single person (with an average income) pays 29% in taxes in the US and in Canada it's 31% and we have free healthcare. It also depends on what part of the country you live in. The cost of living in Toronto is a LOT more than in the Atlantic provinces.
