Yes you can join, but if your offence is serious you will be handed over. The days of Beau Geste are long gone.
Call into any police station in France and tell them you wish to join. You wil be passed along the line.
Minimum engagement is 5 years, assuming you pass the medicals etc.
!8-40 is the age they will accept.
Ex army? you may fair better.

The French Foreign Legion is quite possibly on of the best forces for it's size on the planet. While they accept people with shady pasts, they do run a bacckground check, and won't accept you if there are open warrents for your arrest.
They are equipped as the regular French Army is, and just because you joined, doesn't mean you'll pass basic. The basic training is on e of the most difficult of any force, and I include Special Forces in that assessment. They are truly hard core.
Why?
Because they have nothing to fight for but the Legion. For the most part, they have run from their pasts, and if they aren't good enough, or tough enough, they have to go back to those pasts. If you've got no options but to fight, then you're going to fight well.

They are an active elite unit, You can no longer join them if on the run from the law, learning French is a must, 5 years minimum service and no leave for the 5 years except in certain circumstances. I am sure a web search would give you all this and more on the French Foreign Legion. ( There is a Spanish one too! )

Apparently they recruit the people running from authorities, debt etc. on the promise of a clean slate post service. (They only recruit non-French people, so that's a bonus)
They're not the best, by a long shot. The SAS are the very best, (no-one could ever compare to the SAS) followed by the US Army's Delta teams. The FFL are way, way down on the list of Special forces.
I've actually known a guy who used to be in the Legion, and now he's in the RAF. He's the sort of guy you'd never want to mess with.

Are you sure you posted this in the correct place? This is the Military forum not Mythology & Folklore. From old wifes tales that I have heard is the at one time the French had something called balls but anymore that is just a myth. But then again I have read in the history books that Germany had balls aswell but a lot has change and the Foreign Legion is a has been and is not a reptubal military any longer.

I don't know about the best but it used to be you could join the Legion under any name serve your tour 4 or 6 years and get French citizenship under your legion name know questions asked

No not anyone, if you´re wanted for murder
or a crime of that nature, you wont be able to join them,
and they are THE BEST, they always are the tip of the spear,
not the Seals, not the Rangers, not any special force from the OTAN, they go first and they get the job done, faster better,
and it´s very hard to join them, you have to go trough what they
called the GESTAPO, they search every little detail of your civilian life before they let you join.
