you are probably referring to the latch system. every child seat now comes with a special strap with hooks at the end to latch onto special anchors between the cushions of your vehicle's back seat. there are also anchors in the back window ledge for forward facing seats when your child is older. trucks have them on the back panel of the cab.
however, they only started putting the anchors in vehicles in 2001. and even then, mostly only the upper anchors for the forward facing seats. i think in 2004? it became standard to have anchors both for the forward and the rear facing seats.
since your car is a 1996, you have three options.
1. install the anchors. i would go to your local chevy dealer and see who they would recommend to weld the anchors to your car's frame. this may be time consuming and more expensive than options 2 or 3.
so, 2. all car seats come with what they call the H-clip. personally i think the "H" stands for what you go through to use it rather than describing the shape of the clip. at any rate, the H-clip is used to firmly lock the shoulder strap and lap belt together so that you can use the standard steat belt to install the seat.
and 3. buy a car seat like the britax roundabout that has special seatbelt locking clips built into the carseat itself so you can use the standard seatbelt without going through, well... you know.

The car seat has what it needs to connect to the car's anchor.
If the car doesn't have an anchor, often you can get one for free from the dealer. Try calling the chevy dealership. If that doesn't work , you can get the materials from an auto parts store (here I would suggest Canadian Tire, but I don't know where in the world you are). It is best to have the anchor installed by a professional, so it still might need to go to an autoshop.

Without seeing the seat belts available in your car, I would advise calling your local police department to find where to go to have a certified car seat tech install the seat. Just because the car seat comes with the L.A.T.C.H. system, doesn't automatically mean you have to use it. Also, the "H" clip someone else referred to is called a locking clip. You may or may not need it (comes with the seat just in case) but please have someone certified instruct you on how to use it if you need it. Too many people use it when they don't need to or use in incorrectly and in those cases it can actually make things less safe than when it's used correctly.

the child seat has a belt installed that goes thru the seat and install to an "anchor" in your car on each side between the back and bottom cushions-u should have instructions for this for the car seat
