Here is one way I have done:When introducing a puppy to your cat for the first time, confine yourselves to one room. Be sure the room has plenty of places for kitty to run, hide and escape from what is sure to be a curious puppy. Sit back and relax. Your pets will tune into your feelings and attitude. If you act up-tight, they will sense something is wrong. If you act relaxed and natural, the chances are much greater that they will too.
Don't force them to meet, but be sure to praise both for being good during their encounter. Your main concern should be for the safety of your puppy's nose. A cat can strike out and scratch a dog's nose three times before the dog even realizes what has happened.
In the beginning, bring your puppy and cat together three to five times a day for at least five minutes each session. Teach your puppy not to chase the cat, but don't make too big a fuss when he does or he will think a big game us underway. Simply tell the puppy "Off," in a stern voice and gently push him away from the cat. A lot of vocalization on your part might be interpreted as encouragement and reward for his behavior.
If you don't have the time it takes to care for a new puppy, consider a full grown dog as a companion for your cat. It's best to adopt one that has been with cats before. Each animal's personality is important to consider. For an outgoing cat, most any dog will do. Look for a mellow pooch if your resident cat is shy and quiet.
For at least a couple of days, keep the dog on a leash when he's around the cat. Praise and encourage all friendly behavior. Instantly correct the dog for any obnoxious behavior. Provide your cat with a resting and hiding place that the dog can't reach. Walk the dog around the room, allowing him to go wherever he wants, but don't let go of the leash in case he tries to lunge at or chase the cat. If your cat doesn't want to be close to the dog, she will seek her place of refuge. Your cat should have the opportunity to approach the dog if she wants, but she must know she can escape if she feels uncertain. Repeat this exercise as frequently as you can, until both pets are comfortable and responding favorably. Don't try to rush the introduction or force them to become friends. You will know and feel when the time is right to begin short supervised sessions with both pets unrestrained
Another way: Gave dog treats whenever cats was approaching or leaving so dog would focus on you instead of you.
2. Kept dog on leash inside the house so you could physically prevent her from chasing cats-- I would make dog do a down and then commend and pet dog.;
3. Keep dogs behind a gated area so cats doesn't have to interact cats if he doesn't want to. Catscan come and go as the cats wants.
4. Feed and pet your cats first so the dog knows he is part of the pack and superior to him.
5. Put the dog in her crate for a time out if she chases the cat and fails to heed your Stop command.
It is worked really well for me. Hope I was of help to you.

Obedience classes would help you out a lot. There are a few ways to discourage this behavior. I personally prefer to use time-outs (just like people do with their kids). I have a crate and whenever our dog chases the cats we say "timeout" in a demanding voice right away. Then put him in the crate. We then leave the room for a very short time (like 10 seconds). Then we come back in the room, tell him he's a good boy, and let him out.
Additionally, we try to give our dog ways of succeeding and not getting into trouble. When the cat comes in the room and we know the dog is about to chase, we get the dogs attention and play with him or give him treats right away before he chases. This teaches him that when he sees the cat, if he comes to us, we're going to reward him.
He has caught on pretty quickly that chasing the cat just means he'll be removed from the situation and forced to be left alone and bored. If he is nice and leaves the kitty alone, then he can stay out and play with us and get treats.
It's worked really well for us. Just make sure that you are 100% consistent. If you aren't around to stop the behavior, then separate them.

cats that are 8 years old aren't exactly the most active. I doubt they want a year old puppy beating up on them.after they have some time to adjust to the dog they might start getting along. If they're female cats, they tend to change their mind if they like or dislike another animal often. It goes in phases.

This is a tough one the only way I have found to get cats and dogs to get along is to raise them as babys together. Other than I have no clue.

Are you crate-training your pup?
Are you taking him to obedience classes?
You might do that to get him to calm down and socialize better.
Our cat was (still is) the boss of our home.
Then we brought in a shelte pup.
Crate-training and obedience school helped calm him down (so did a neuter job).
The cat learned to tolerate the dog...and about a year later, they learned to play with each other.
