I assume it means you are crazy and belong in an asylum of sorts but I was just curious. Also, where did this expression come from?

A person has to be "certified" by the proper authority or physician to be committed to an insane asylum. Crazy enough to be "certified"...Certifiable.

Certifyable is short for someone who a court or doctor has evaluated to certifyably insane.

It sort of an old fashioned term in todays official world. It used to be easy for a family to have a person labeled as insane. In the 1970's the courts decided that unless you are a danger to your self or others being loony wasn't sufficient reason to lock you up. There used to be hundreds of thousands of people in mental institutions and now there are many fewer.
