When my sister turned 50, she was not happy about it. So, we had a big party but it was NOT that black, depressing, one-foot-in-the-grave theme. Instead, it was a "She's still HOT HOT HOT!" theme with red chile pepper decorations!
We had:
1. Red chile pepper shaped balloons.
2. Party favors that were red cellophane cones filled with goodies and tied with green ribbon to look like the stem/vines.
3. All the ladies got red feather boas (find them cheap on the Internet, straight from New Orleans.)
4. The men got plastic black sunglasses.
5. The tables had bud vases with single red roses.
6. Chile peppers and the words "hot, hot, hot" confetti sprinkles all over the table.
7. Music: "Hot, hot, hot!"
She loved it! We all posed with our feather boas and sunglasses. She didn't feel one bit old!

Well like all surprise parties tell everyone and tell them what it is. If she has a sense of humor put party signs like your old blah. There are many for older people you shouldn't have any problems getting some. A good way to get her out is to take her out to dinner or anyone, it gives ample amount of time to get things set up. My family always trhows a few every few years. After she gets all surprised have people gather around her and tell stories of her and how they met. Maybe just a funny memory from the past that includes her ofcourse. Maybe just a Happy Birthday. Also if you are creative or have the time make like a little collage with pictures of her and make a card for everyone to sign their names or leave a little message.

You could go back in time and do something with a 50's theme, or a 60's theme. Or for laughs, you could do a child-like theme, for instance a Power Puff Girl Party, or a SuperGirl party. For my husband's 26th birthday, we gave him an "Incredible Hulk" party. He loved it!

Find your mother's passion and go with it.
Music? How about a 'mock' concert staring her friends performing music from their era?
Sports? How about a 'team' of her friends playing a 'team' of your friends in a friendly game?
More formal? Is she and art lover?
How about a trip to an art museum just the two of you, followed by dinner where other friends join you.
Or can you get in touch with some friends from her past whom she has not seen for a long time? THIS IS YOUR LIFE is always a hit.
