Bachelor party is normally payed by everyone who attends.... they usually ask for a donate from every person- say $30 per guy and that all goes together in a pot for the groom to drink or tip strippers with. If it's at a person house the bridal party (guys) end up paying for the bulk of it and sometimes ask for a small donation from all the guys attending for the booze or striper cost.

Normally the best man and the groomsmen plan the bachelor party and anyone who goes (other than the groom) normally chips in for the events that are planned and everyone buys the grooms drinks/food. The groom shouldn't have to pay for anything. Same for a bachelorette party -- the bride shouldn't have to pay for anything.

Generally, it is the best man's job to organize and to finance the party. It is common to take up a collection from those invited to the bachelor party to pay for it.

The best man is usually in charge of setting things up and organizing it. The other groomsmen along with the best man usually pay for it and can ask anyone to help defray the costs. Any extra money is usually spent on the groom.

No one person pays for a bachelor party. Typically they go to the strip club and everyone pays their own cover charge and for their own drinks. Obviously the groom doesn't pay for his own cover charge or drinks, his boys pick up the tab. If they stay in and hire a stripper typically the groomsmen pay for everything.

The best man sets it up and geneally "sells" tickets to guys that know the groom. This money pays for the party, and any extra goes to the groom.

Whomever volunteers to HOST it is also volunteering to PAY for it.

Usually one of the groomsmen or the best man.

But if no one volutneers to throw one, he doesn't have a bach party. It is optional, and it would be rude to twist someone's arm into throwing one.
