Why would you want financial aid if you dont even have a GED or diploma? Financial aid is only for college purposes according to my understandings so there is no reason for getting financial aid if you didn't even graduate because the schools wouldn't even accept you. If you want money though there are always loans.

You can enter into a community college taking a non accredited course and recieve financial aid at that college...You can get the final answer on that by checking witht the Guidance Counselor at the college of your choice.. SOme community colleges offer GED programs. However if you have not finished school there are programs in Philadelphia that will allow you to finish school FREE of charge. The Community College of Philadelphia has an affiliation with the Public School of philadelphia..
