Dogs do pee without lifting their legs. When dogs lift theire legs they are more concerned with marking their territory than eliminating.
My dogs, when they really gotta go, just squat. It's only once we're out on a walk and they feel the need to leave their "pee-mail" everywhere that they lift their legs.

The boy dogs will lift a leg simply because they have a natural need to mark things with their scent. Girls will generally keep all four feet on the ground--they just lower their pelvis so they don't pee all over themselves instead of the ground. Boy dogs will actually pee using both methods. My dog uses two legs when he needs to go really badly and doesn't have time to find a tree.

There is an old story an uncle used to tell me when I was a kid that said that long time ago a dog was peeing next to a wall and with his legs on the floor, and then the wall fell down over him, since then all the dogs are afraid that something like that could happen so they lift a leg in order to sustain the wall..even if it is not wall right there...I know it is not true, but isn't it a cute story?

Dogs will leg lift in order to mark territory. This could be with regular marking or urinating. The higher that they are able to mark, the more of an "impression" they will make on the other dogs. The higher the mark = the larger the dog so many, especially smaller dogs will lift so high that you would swear they will fall over!! (you should see my son's chi trying to pee as high as my shelties do - he could be in a circus act!!) This also gets the smell closer to nose level and thus more noticeable to the other dogs in the area.

Because their plumbing is designed like that, when their leg is raised, they are opening the safety valve to allow the fluids to run freely. Its like you've been drinking with your buds, and the only time you gotta go to take a leak is when your tank is full. But you can't just "go" in your pants, you need to open your pants and take out mr. leaky weiner.
Well, dogs eventually can tinkle - standing on two legs. When they get really really old. For some people, thats around the time you may want to trade up for a newer model.
As for why they gotta hose an object, is basically the same for yourself, when you're polluting the river.
Dogs have sensitive hearing, they like to Hear the noise, its not like they can bend over to check that their valve is open and the faucet is running, they're standing on three legs, it isn't easy.
Though for guys, some guys like to make a big mess, simply coz they're guys,... it's a guy thing. Peeing everywhere except in the bowl.

They can pee with two legs on the ground. My dog squats and lifts his leg. I think it just depends on the dogs preferance.

None of my 3 dogs lift their legs. The girls do a squat-like stance and the male stands there. The male also has a bad hip, which makes it harder for him.

Because it's easier to balance on 3 legs for them. Silly boy.
