I KNOW THE FORMULA...BUT...
FIRTS: IS ONLY FOR PERSONS WHEN THEY GET INCOME IN THE USA?
SECOND: IS THE INMIGRATION DEPT REVIWING THIS? HOW? ( I dont belive that they do that)
THIRD: WHAT HAPPEN WITH TOURIST PEOPLE WITH MORE AVERAGE IN DAYS -ACOORDING WITH THE FORMULA ( MORE THAN 183 DAYS)??
FOURTH: IS REALLY INMIGRATION APPLYING THIS?

I don't understand all of your question, but tourists with more than the right number of days are 'overstays' and illegal immigrants. Immigration really applies it as they catch it and we are putting more procedures in place to help them catch it.

as far as i know it only applies for people paying taxes who are here on visas and working
tourists should not be here consequtively for 183 days.... if they are they are in violoation of their visas... and in addition to that, they are not working
