a male dog starts developing his boy bits at about 5 months old (sooner or later depending on size of dog) they start off small as im sure all do and really he should be neutured at 6 months. if left to 'grow' they will get a good size and hand at the back in between his bum and his willy. (and will be ever so obvious when viewed from the back)
if what you are saying is he has been neutured and to me this sounds like little glands or even scarring where he had the op. the best thing i would advise you to do is take him to the vet just to get peace of mind.

the dogs 'plums' sometimes don't drop properly. See a vet as they could get twisted or develope an hernia. If his 'plums' are removed then it is advisable to see a vet to make sure that they haven't got infected. good luck

If ya dog has been nutered thats normal eventually plums will dissapear lol, if hes not been nutered then worry lol

His "plums" never dropped. I had a golden retriever that had that too. It wasn't a problem. He sired many litters, it never affected that I can tell you. It happens occasionally in some animals I wouldn't worry about it. It never bothered my dog and it never got infected or such. Even the vet told us not to worry about it.

Lets start from the beginning. Have you had your male dog neutered? And yet you say you saw two swellings at the base of his penis?
That's normal. He was excited. They are not testicles. Don't worry about it.

I've had a few neutered male dogs, and sometimes they would get these lumps about halfway between their scrotum and the end of their penis, especially if they were excited. Nothing to worry about. =)

They're called testes and its a scrotum. If you're going to discuss these things you should at least use the proper terminology.
If he has no testes because he has been neutered there may be a problem. Make sure you weren't just seeing things.
If he has no testes because they were retained (kept inside his body instead of descending into his scrotum) they may possibly be dropping.
