Well, I kiss my boyfriend on the neck because I know he loves it. And because I love him...I do things that he likes.

you cant assume love from any kiss.
usually a kiss on the neck is a physical thing that she wants you, if its during a hug or without any tongue/biting it can just be that she wants to show affection, like a gental kiss on the lips.
I kiss my man on the neck all the time as just a sign of affection
