the best thing to do is go to the vet. On your part, besides what the dr. says, don't do anything. Dogs lick thier wounds and that helps a lot. There is a lotion spray you can get from the pet store that'll keep the skin from getting dry and itchy which'll keep the dog from scratching and biting the wounds, but licking is ok. you don't want to do too much because a dog's skin is 10x more sensitive that humans. our skin is much thicker and tougher that protects us the same way a dogs fur protects them, so don't wash the dog too much either because that'll also cause their skin to get dry and itchy. Deffinately go to the vet to make sure there are no infections or possibility of infections. you have no idea what diseases the other dog might or might not have. Fur on dogs takes its time to grow back. my dog had been spayed a week before i baught her, back in the end of april of '06. it is now mid/end august, and most of the fur on her tummy has grown back except for directly at the scar where the fur is taking the longest to grow, but it's been what, 4 months and it's 90% grown back. just give it time. don't rush things, let nature take its course.

As others have pointed out, cutting a double coated dogs fur is not ideal and it will grow back albeit slowly - so don't panic, but it is true that it may or may not grow entirely back to normal length, or it may grow back with a slight crimp which is even harder to keep groomed. For future reference, shaving is not the way to deal with shedding. A metal wide toothed comb or double toothed comb used daily is best for shedding. Furminators remove too much hair from double coated dogs, but they would be my second choice. Shaving should only be resorted to if the dog is severely matted and at risk of hotspots or skin being pulled into the matts. Sometimes if this is really bad, it will require sedation and therefore a trip to the vet. Shaving on non-shedding dogs is of course necessary, but that is not the case here with a chow. Mild matting can be dealt with simply by using a pair of scissors and cutting down the length of the matt to separate it enough to comb out. Be careful not to pierce the skin with the scissor tips or to cut off skin that may be tangled in the matt - use a second wide toothed comb in close to the skin to prevent the scissors going too far. I wouldn't worry about the red marks, although without knowing what caused them, I'm not entirely sure. Be sure to protect your dog from the sun while it is shaved and keep warm in cooler weather. EDIT: just reading one of the above posts. NEVER put peroxide on your dog. THere are more modern methods of first aid. Peroxide works by cauterising the skin, but unfortunately will also damage healthy skin around the sore. It is also very painful.

Just wait. There's not a whole lot you can do other than keep the wounds clean and maybe see your vet about some ointment that will help it heal faster/better. If it doesn't scar much most of the fur will grow back on its own, it just takes time.
