The original term came from Constible on Patrol. Back from england's Scottland Yard which is where U.S gets our police system. Some more modern sources are Community Oriented Policing which focuses on getting Officers out of their cars and big sectors, and down to a few neighborhoods. That way they get to know the families so they will be more willing to the officer when they have a problem.

It's Brit.
Our Bobbies/policemen R called Coppers.
But were called Bow Street Runners, in the late 1800's as the first Police Station was located there.
I can't quite remember where Coppers came from some1 must know.
Sorry but I do know, but it's british slang.
Most folks ( criminals ) refer 2 them as The Filth now.
