That is the right age to start, but throw out the stupid harness and get her a regular buckle collar. Don't expect to much out of a baby and use alot of treats and encouragement.
Your 2-3 month old puppy DOES NOT need a prong or chain collar!!! She is a BABY!

She's not too young to begin training, but a harness isn't too good. A young puppy also should not be put on a choke collar. Get this puppy a light, buckle-on collar and a leash. Get her used to wearing the collar - it'll probably bother her at first, but she will get used to it.
When she's calm with the collar on, put the leash on and take her outside. Won't hurt to take a few treats with you the first few times. Don't pull her if she won't walk, just give a gentle tug on the leash, and encourage her by talking to her, give her treats and lots and lots of praise when she walks along with you willingly.
At the beginning, don't be worried about keeping her at your side in heel position, just let her walk. You can work on getting her to walk where you want her to, learn not to pull, and be patient because she is a baby.
Just give her lots and lots of praise, a few treats and make it fun for her - have lots of patience!

Leave the lead and harness on her in the house without holding it. Let her get used to it and see it won't hurt her.
I rescued an old dog one time that we could take her to adoption put a leash on her and she would not move for hours. Take it off and she would be ready to go do her thing. She didn't usually do much anyway.

A harness is the worst thing you can use. A choke chain is the best, but only have it one the puppy when you have her on a leash. Take it off when you take the leash off. Go to an obedience training class, they will help you a lot.

She's not too young. Harnesses are really not great for leash training. You should probably seek the advice of a professional dog trainer. They can help you figure out a training system that works for you and your puppy.

If you want her to learn to accept the harness then try leaving it on her for a few minutes everyday and reward her for wearing it. She will eventually learn that the harness won't harm her. Also when she is attached to the lead let her drag it around while you are watching her... she will learn that it is nothing hate to fear. Basically anytime she does anything you want her too reward her and let her know that she is a good girl.

i would use a pinch collar...they look really mean but it is just stimulating a dog bite to show that you are the pack leader and they have to listen to you...i would not use a choke chain for a puppy because it hurts their neck because it is still growing, once they are about a year old it is fine to use.
