I've been on Bill Phillips 'Body for Life' program that suggests working out each muscle group every 5 days (e.g. biceps on Mon. and not again until Fri.). This seems like a long time between workouts. Do the muscles have enough time to rest if I work them out every other day? Thanks

This completely depends on the level of intensity that you subject your muscles to. The two extreme schools both have merit and can be used to break through plateaus. Hypertrophy Specific Training would have you train each muscles group every 48 hours, but be low in intensity. Heavy Duty would have you train each muscles group every 7 to 9 days with "gut busting" intensity. I recommend trying both but never only doing one forever. Even though the two camps are VERY focused on their interpretation of training. Nothing works forever and nothing is perfect for everyone. In the end you need to find your specific needs and temperaments and listen to your own body.

Its best if you excercize every three days to biuld muscle
