you need four things; a steamer, chemical to release the glue, a scraper and a scoring tool. Zinsser makes the chemical, called Dif, or you can use hot water and vinegar. Zinsser also makes the scoring tool, use it gently to just go through the paper, to allow the chemical to penetrate.
Score first, spray chemical, steam, scrape.
Plaster walls that were primed or painted before wallpaper was put up is actually a whole lot easier to strip than drywall. The only time I had chunks of wall come off was on drywall, not plaster, in 9 houses.

There is some stuff at the hardware store. I don't have anymore so I can't tell you the name of it. But you spray it on and let it sit for a few minutes and then the walpaper just peels right off. It does not work as well on the really thick walpaper but it will work. Good luck. I'm sorry I can't remember the name of it but someone at the hardware store will know what it is. But go to a small locally owned store. I have found that the guys at home depot and Lowes don't seem to know what products are out there.

I combined steamer (and yes, you will have holes to fill) and a scraper -- take you time, because it is difficult to do and if you try to speed it up, you will damage the walls more than if you take the extra time.
There is no way around having to patch the plaster and sand it smooth. Unfortunately, Wall Paper does a lot of damage.

Use a steamer. If you do not oversteam, but the steam still takes down the old plaster, then the old plaster needs to come down anyway and you need to put up new sheetrock.

I would be more afraid of trying to peel them off with something sharp and doing the same thing.
Lightly wipe the surface with a mixture of one part vinegar, two parts water with a rag. Let it sit, then do another light layer of the mixture. It should peel off with no problem after a few minutes.

fine a small area and use warm water & mild soap in a spray bottle. spray area let it sit for 10 mins. then pull it off, if it is water base glue on paper your have no problem.

just soak the paper well... i usually do this 3 - 4 times then it usually peels off
