OSHA can help because the rashes are an occupational illness. If an employee goes to a doctor for treatment of a rash received because of an exposure at work, and a prescription mediine is issued it becomes a recordable accident.
So the employees need to tell their employer that they need to see a doctor to treat the rash as it also falls under workers' comp. If the doctor prescibes an antibitotic cream, you have a recordable accident and a valid OSHA complaint.
However, since this is food related, the health department can also help as any food contact surface has to be impervious and able to be sanitized. Rough open surfaces rearely are. A boliogocal swab on the broken surfaces could reveal bacteria, a situation generally frowned upon in the food handling industry.

Ask all of them to visit the company's doctor if don't have a company doctor then see any doctor. After consulting the doctor, the result from the doctor's point of view should show that they all got similar rash which is cost from the tray. There after report the matter to the school in charge of the student. Show them the doctors report, explained that students have to visit the doctor because of the trays. From here request that the school Representative visit the establishment and check the tray themselves. If the school finds that there is a problem then they should highlight the matter. At the same time this will work only if the others who are not student have the same problem.

Tell your daughter to use gloves, the kind that they sell for washing dishes, and if her employer wants her to take them off, tell him that it's doctor prescribed untill they replace the old trays, maybe that will embarass him enough to change them, and if not, at least your daughter won't get so many rashes or splinters.
Tell her to buy really ugly and colorful gloves.

Well, if those trays were to "mysteriously" disappear, they'd HAVE to get new trays. If someone were to start sneaking a few a day out of the facility...
